We will be welcoming two speakers. Our primary speakers will be Rebecca Dhakal and Raket Subedikun - a couple whose dedication, compassion, and handson action are transforming the lives of vulnerable children in Pattaya through their Arise and Shine organization (click here for their Facebook page). They will be followed by Kenneth Swilley, a dedicated consultant whose mission is to help fellow veterans secure the disability benefits they deserve. He will give a short talk entitled “Empowering Veterans Through Successful Claims.”


Rebecca, a Nepali national, brings more than 22 years of front line experience working with children at risk and survivors of sexual exploitation and human trafficking. Her journey began in an orphanage in Nepal and led her to university studies in the Faculty of Management — a foundation that would support a remarkable career in child protection and social development.

Her professional background includes: Work in rehabilitation centers supporting survivors of trafficking; Seven years as Chairperson of a national NGO; Leadership roles such as Program Director for a Nepal-based foundation; Collaboration with civil society partners and government agencies; and Certification and formal training in counseling, traumainformed care, recovery, and program management.  Rebecca has been directly involved in the **rescue, rehabilitation, and reintegration of women and children trafficked to India, providing education, psycho social support, and skills development to help rebuild their lives.

In March 2024, after recognizing significant gaps in access to education for vulnerable and migrant children in Pattaya, Rebecca and her husband Raket relocated to Thailand. With no initial institutional funding, they launched a small community-based learning initiative - a project that has since grown into the Arise and Shine Foundation. Today, the foundation supports 67 children, primarily of Nepali background from Myanmar, along with children from Pakistan and India. Their center operates Monday to Friday, offering: 


Kenneth is a disabled veteran himself, brings not only professional expertise but also experience, compassion, and a deep commitment to service. For the past five years, Kenneth has served as a consultant with **Veterans Helping Veterans 2020. During this time, he and the organization have supported more than 1,500 veterans in navigating the complex US Veterans Administration (VA) claims process.

His firsthand understanding of the challenges veterans face makes his guidance both practical and he has personally assisted over 30 veterans in achieving 100% disability ratings, equipping each with the knowledge and strategies needed to succeed. His strengths include:  Crafting individualized plans for winning VA claims; Providing clear, detailed advice on required documentation; and Teaching veterans how to advocate for themselves with confidence.
